Revert "[libc++][CI] Updates Docker image."

This reverts commit f2f0dba818.

This Docker file doesn't work on the CI. It fails to clone the checkout.
This seems like an issue with a newer glibc on an older Docker where the
clone3() call fails.

This needs further investigation before relanding.
