535b507ba5 [mlir][Arithmetic] Add arith.delinearize_index operation
This change adds a new DelinearizeIndexOp to the `arith` dialect. The
operation accepts an `index` type as well as a basis (array of index
values) representing how the index should be decomposed into a
multi-index. The decomposition obeys a canonical semantic that treats
the final basis element as "fastest varying" and the first basis element
as "slowest varying". A naive lowering of the operation using a sequence
of `arith.divui` and `arith.remui` operations is also given.

ab701975e7 [mlir] Swap integer range inference to the new framework
Integer range inference has been swapped to the new framework. The integer value range lattices automatically updates the corresponding constant value on update.

c0b0b6a00a [mlir][bufferize] Infer memory space in all bufferization patterns
This change updates all remaining bufferization patterns (except for scf.while) and the remaining bufferization infrastructure to infer the memory space whenever possible instead of falling back to "0". (If a default memory space is set in the bufferization options, we still fall back to that value if the memory space could not be inferred.)

b3ebe3beed [mlir][bufferize] Bufferize after TensorCopyInsertion
This change changes the bufferization so that it utilizes the new TensorCopyInsertion pass. One-Shot Bufferize no longer calls the One-Shot Analysis. Instead, it relies on the TensorCopyInsertion pass to make the entire IR fully inplacable. The `bufferize` implementations of all ops are simplified; they no longer have to account for out-of-place bufferization decisions. These were already materialized in the IR in the form of `bufferization.alloc_tensor` ops during the TensorCopyInsertion pass.

0886ea902b [mlir][Arith] Fix a use-after-free after rewriting ops to unsigned
Just short-circuit when a change was made, the erased value is invalid
after that. Found by asan.

This pass looks like it could use rewrite patterns instead which don't
have this issue, but let's fix the asan build first.

b0b0043209 [mlir][Arith] Pass to switch signed ops for equivalent unsigned ones
If all the arguments to and results of an operation are known to be
non-negative when interpreted as signed (which also implies that all
computations producing those values did not experience signed
overflow), we can replace that operation with an equivalent one that
operates on unsigned values.

Such a replacement, when it is possible, can provide useful hints to
backends, such as by allowing LLVM to replace remainder with bitwise
operations in more cases.

77eee5795e [mlir] Refactor DialectRegistry delayed interface support into a general DialectExtension mechanism
The current dialect registry allows for attaching delayed interfaces, that are added to attrs/dialects/ops/etc.
when the owning dialect gets loaded. This is clunky for quite a few reasons, e.g. each interface type has a
separate tracking structure, and is also quite limiting. This commit refactors this delayed mutation of
dialect constructs into a more general DialectExtension mechanism. This mechanism is essentially a registration
callback that is invoked when a set of dialects have been loaded. This allows for attaching interfaces directly
on the loaded constructs, and also allows for loading new dependent dialects. The latter of which is
extremely useful as it will now enable dependent dialects to only apply in the contexts in which they
are necessary. For example, a dialect dependency can now be conditional on if a user actually needs the
interface that relies on it.

1f971e23f0 [mlir] Trim a huge number of unnecessary dependencies on the Func dialect
The Func has a large number of legacy dependencies carried over from the old
Standard dialect, which was pervasive and contained a large number of varied
operations. With the split of the standard dialect and its demise, a lot of lingering
dead dependencies have survived to the Func dialect. This commit removes a
large majority of then, greatly reducing the dependence surface area of the
Func dialect.

23aa5a7446 [mlir] Rename the Standard dialect to the Func dialect
The last remaining operations in the standard dialect all revolve around
FuncOp/function related constructs. This patch simply handles the initial
renaming (which by itself is already huge), but there are a large number
of cleanups unlocked/necessary afterwards:

* Removing a bunch of unnecessary dependencies on Func
* Cleaning up the From/ToStandard conversion passes
* Preparing for the move of FuncOp to the Func dialect

This makes getAliasingOpResult symmetric to getAliasingOpOperand. The previous implementation was confusing for users and implemented in such a way only because there are currently no bufferizable ops that have multiple aliasing OpResults.

ab47418df6 [mlir][bufferize] Merge tensor-constant-bufferize into arith-bufferize
The bufferization of arith.constant ops is also switched over to BufferizableOpInterface-based bufferization. The old implementation is deleted. Both implementations utilize GlobalCreator, now renamed to just `getGlobalFor`.

GlobalCreator no longer maintains a set of all created allocations to avoid duplicate allocations of the same constant. Instead, `getGlobalFor` scans the module to see if there is already a global allocation with the same constant value.

For compatibility reasons, it is still possible to create a pass that bufferizes only `arith.constant`. This pass (createConstantBufferizePass) could be deleted once all users were switched over to One-Shot bufferization.

4157455425 [mlir][Pass] Deprecate FunctionPass in favor of OperationPass<FuncOp>
The only benefit of FunctionPass is that it filters out function
declarations. This isn't enough to justify carrying it around, as we can
simplify filter out declarations when necessary within the pass. We can
also explore with better scheduling primitives to filter out declarations
at the pipeline level in the future.

The definition of FunctionPass is left intact for now to allow time for downstream
users to migrate.

be1aeb818c Remove NaN constant from arith.minf, arith.maxf expansion
If any of the operands is NaN, return the operand instead of a new constant.

When the rhs operand is a constant, the second arith.cmpf+select ops will be folded away.

When we lower ceilDivOp this will generate below code, sometimes we know m and n are unsigned intergal.Here are some redundant judgments about positive and negative.
So we need to add some unsigned operations to simplify the instructions.

  x = (m > 0) ? -1 : 1
  return (n*m>0) ? ((n+x) / m) + 1 : - (-n / m)
```
unsigned operations:
```
ceilDivU(n, m)
  return n ==0 ?  0 :  ((n - 1) / m) + 1
```

cfb72fd3a0 [mlir] Switch arith, llvm, std & shape dialects to accessors prefixed both form.

this follows flipping these dialects to _Both prefixed form. This
changes the accessors to have a prefix. This was possibly mostly without
breaking breaking changes if the existing convenience methods were used.
