25ac078a96 [clang][ASTImporter] Add isNewDecl
Summary:
Add a new function with which we can query if a Decl had been newly
created during the import process. This feature is a must if we want to
have a different static analysis strategy for such newly created
declarations.

This is a dependent patch that is needed for the new CTU implementation
discribed at

45c07db31c Revert "Re-apply 4b6c2cd642 "Deferred Concept Instantiation Implementation"""
This reverts commit a97899108e.

The patch caused some problems with the libc++ `__range_adaptor_closure`
that I haven't been able to figure out the cause of, so I am reverting
while I figure out whether this is a solvable problem/issue with the
  CFE, or libc++ depending on an older 'incorrect' behavior.

a97899108e Re-apply 4b6c2cd642 "Deferred Concept Instantiation Implementation""
This reverts commit 0c31da4838.

I've solved the issue with the PointerUnion by making the
`FunctionTemplateDecl` pointer be a NamedDecl, that could be a
`FunctionDecl` or `FunctionTemplateDecl` depending.  This is enforced
with an assert.

The patch caused numerous ARM 32 bit build failures, since we added a
5th item to the PointerUnion, and went over the 2-bits available in the
32 bit pointers.

Concepts are not supposed to be instantiated until they are checked, so
this patch implements that and goes through significant amounts of work
to make sure we properly re-instantiate the concepts correctly.

6ba1b9075d Reland "[AST] Add a new TemplateKind for template decls found via a using decl.""
This is the template version of https://reviews.llvm.org/D114251.

This patch introduces a new template name kind (UsingTemplateName). The
UsingTemplateName stores the found using-shadow decl (and underlying
template can be retrieved from the using-shadow decl). With the new
template name, we can be able to find the using decl that a template
typeloc (e.g. TemplateSpecializationTypeLoc) found its underlying template,
which is useful for tooling use cases (include cleaner etc).

This patch merely focuses on adding the node to the AST.

Next steps:
- support using-decl in qualified template name;
- update the clangd and other tools to use this new node;
- add ast matchers for matching different kinds of template names;

596752863e [clang][ASTImporter] Fix an import error handling related bug.
This bug can cause that more import errors are generated than necessary
and many objects fail to import. Chance of an invalid AST after these
imports increases.

95f0f69f1f Revert "[AST] Add a new TemplateKind for template decls found via a using decl."
It breaks arm build, there is no free bit for the extra
UsingShadowDecl in TemplateName::StorageType.

Reverting it to build the buildbot back until we comeup with a fix.

5479174071 [clang][ASTImporter] Not using consumeError at failed import of in-class initializer.
The error can be returned from the function, the problem written in comment before
does not exist. The same is done already in ASTImporter at various import failures.

After a declaration is created in an `ASTNodeImporter` import function
with `GetImportedOrCreateDecl`, that function registers it with
`MapImported`. At many places import errors can happen after this
and the error is returned. The same can be done in the place where
the in-class initializer is imported.

d614874900 [Clang] Implement __builtin_source_location.
This builtin returns the address of a global instance of the
`std::source_location::__impl` type, which must be defined (with an
appropriate shape) before calling the builtin.

It will be used to implement std::source_location in libc++ in a
future change. The builtin is compatible with GCC's implementation,
and libstdc++'s usage. An intentional divergence is that GCC declares
the builtin's return type to be `const void*` (for
ease-of-implementation reasons), while Clang uses the actual type,
`const std::source_location::__impl*`.

In order to support this new functionality, I've also added a new
'UnnamedGlobalConstantDecl'. This artificial Decl is modeled after
MSGuidDecl, and is used to represent a generic concept of an lvalue
constant with global scope, deduplicated by its value. It's possible
that MSGuidDecl itself, or some of the other similar sorts of things
in Clang might be able to be refactored onto this more-generic
concept, but there's enough special-case weirdness in MSGuidDecl that
I gave up attempting to share code there, at least for now.

Finally, for compatibility with libstdc++'s <source_location> header,
I've added a second exception to the "cannot cast from void* to T* in
constant evaluation" rule. This seems a bit distasteful, but feels
like the best available option.

c5d83cdca4 [clang][ASTImporter] Fix a bug when importing CXXDefaultInitExpr.
The "in-class initializer" expression should be set in the field of a
default initialization expression before this expression node is created.
The `CXXDefaultInitExpr` objects are created after the AST is loaded and
at import not present in the "To" AST. And the in-class initializers of
the used fields can be missing too, these must be set at import.

This fixes a github issue #54061.

3784e8ccfb [Clang] Fix Unevaluated Lambdas
Unlike other types, when lambdas are instanciated,
they are recreated from scratch.
When an unevaluated lambdas appear in the type of a function,
parameter it is instanciated in the wrong declaration context,
as parameters are transformed before the function.

To support lambda in function parameters, we try to
compute whether they are dependant without looking at the
declaration context.

This is a short term stopgap solution to avoid clang
iceing. A better fix might be to inject some kind of
transparent declaration with correctly computed dependency
for function parameters, variable templates, etc.

83028ad934 [clang][AST][ASTImporter] Set record to complete during import of its members.
At import of a member it may require that the record is already set to complete.
(For example 'computeDependence' at create of some Expr nodes.)
The record at this time may not be completely imported, the result of layout
calculations can be incorrect, but at least no crash occurs this way.

A good solution would be if fields of every encountered record are imported
before other members of all records. This is much more difficult to implement.

e1600db19d [AST] Add UsingType: a sugar type for types found via UsingDecl
Currently there's no way to find the UsingDecl that a typeloc found its
underlying type through. Compare to DeclRefExpr::getFoundDecl().

Design decisions:
- a sugar type, as there are many contexts this type of use may appear in
- UsingType is a leaf like TypedefType, the underlying type has no TypeLoc
- not unified with UnresolvedUsingType: a single name is appealing,
  but being sometimes-sugar is often fiddly.
- not unified with TypedefType: the UsingShadowDecl is not a TypedefNameDecl or
  even a TypeDecl, and users think of these differently.
- does not cover other rarer aliases like objc @compatibility_alias,
  in order to be have a concrete API that's easy to understand.
- implicitly desugared by the hasDeclaration ASTMatcher, to avoid
  breaking existing patterns and following the precedent of ElaboratedType.

Scope:
- This does not cover types associated with template names introduced by
  using declarations. A future patch should introduce a sugar TemplateName
  variant for this. (CTAD deduced types fall under this)
- There are enough AST matchers to fix the in-tree clang-tidy tests and
  probably any other matchers, though more may be useful later.

Caveats:
- This changes a fairly common pattern in the AST people may depend on matching.
  Previously, typeLoc(loc(recordType())) matched whether a struct was
  referred to by its original scope or introduced via using-decl.
  Now, the using-decl case is not matched, and needs a separate matcher.
  This is similar to the case of typedefs but nevertheless both adds
  complexity and breaks existing code.

96808c69a1 [ASTImporter] Remove redundant IsStructuralMatch overloads
Nearly all of the overloads have pretty much the same behaviour. The only
exception here is that some of them call back `GetOriginalDecl` and others
don't, but the only real user of that overload (which is LLDB) actually prefers
getting this callback.

424733c12a Implement if consteval (P1938)
Modify the IfStmt node to suppoort constant evaluated expressions.

Add a new ExpressionEvaluationContext::ImmediateFunctionContext to
keep track of immediate function contexts.

This proved easier/better/probably more efficient than walking the AST
backward as it allows diagnosing nested if consteval statements.

This patch aims to address the comment of a previous review:

The original problem was the following:
  `T` is substituted by `clang::Type`

  Expected<T *> import(T *From) {
    auto ToOrErr = Importer.Import(From);
    //             ^^^^^^^^^^^^^^^^^^^^^
    if (!ToOrErr)
      return ToOrErr.takeError();
    return cast_or_null<T>(*ToOrErr);
    //     ^^^^^^^^^^^^^^^^^^^^^^^^^
  }

`Importer.Import()` operates on `const Type *`, thus returns `const Type *`.
Later, at the return statement, we will try to construct an `Expected<Type*>`
from a `const Type *`, which failed with a miserable error message.

In all other cases `importer.Import()` results in a non-const version,
so everything works out just fine, but for `clang::type`s, we should
really return a const version.

So, in case of `T` is a subclass of `clang::Type`, it will return a
`Exprected<const T*>` instead.

7ce638538b [clang][ASTImporter] Generic attribute import handling (first step).
Import of Attr objects was incomplete in ASTImporter.
This change introduces support for a generic way of importing an attribute.
For an usage example import of the attribute AssertCapability is
added to ASTImporter.
Updating the old attribute import code and adding new attributes or extending
the generic functions (if needed) is future work.

bc5b5ea037 [clang][patch][FPEnv] Make initialization of C++ globals strictfp aware
@kpn pointed out that the global variable initialization functions didn't
have the "strictfp" metadata set correctly, and @rjmccall said that there
was buggy code in SetFPModel and StartFunction, this patch is to solve
those problems. When Sema creates a FunctionDecl, it sets the
FunctionDeclBits.UsesFPIntrin to "true" if the lexical FP settings
(i.e. a combination of command line options and #pragma float_control
settings) correspond to ConstrainedFP mode. That bit is used when CodeGen
starts codegen for a llvm function, and it translates into the
"strictfp" function attribute. See bugs.llvm.org/show_bug.cgi?id=44571

05e95d2dd7 [clang][AST] Set correct DeclContext in ASTImporter lookup table for template params.
Template parameters are created in ASTImporter with the translation unit as DeclContext.
The DeclContext is later updated (by the create function of template classes).
ASTImporterLookupTable was not updated after these changes of the DC. The patch
adds update of the DeclContext in ASTImporterLookupTable.

b2d0c16e91 [clang] p1099 using enum part 2
This implements the 'using enum maybe-qualified-enum-tag ;' part of
1099. It introduces a new 'UsingEnumDecl', subclassed from
'BaseUsingDecl'. Much of the diff is the boilerplate needed to get the
new class set up.

There is one case where we accept ill-formed, but I believe this is
merely an extended case of an existing bug, so consider it
orthogonal. AFAICT in class-scope the c++20 rule is that no 2 using
decls can bring in the same target decl ([namespace.udecl]/8). But we
already accept:

struct A { enum { a }; };
struct B : A { using A::a; };
struct C : B { using A::a;
using B::a; }; // same enumerator

this patch permits mixtures of 'using enum Bob;' and 'using Bob::member;' in the same way.

class, BaseUsingDecl, altering the decl hierarchy to
