4766b96399 [libc++] Stop running backdeployment CI on macOS 10.9
The oldest deployment target supported by Xcode 14 is macOS 10.13.
Trying to back-deploy to older targets runs into other issues in Clang,
so stop testing libc++ against unsupported deployment targets.

This patch doesn't attempt to clean up support for older deployment
targets from the code base -- this will be done in a follow-up patch.

I made sure they all had some expected-error output in them. Many of
these tests would be better implemented as a positive test using SFINAE,
but this is beyond the scope of this patch.

f0fc8c4878 [libc++] Use named Lit features to flag back-deployment XFAILs
Instead of writing something like `XFAIL: use_system_cxx_lib && target=...`
to XFAIL back-deployment tests, introduce named Lit features like
`availability-shared_mutex-missing` to represent those. This makes the
XFAIL annotations leaner, and solves the problem of XFAIL comments
potentially getting out of sync. This would also make it easier for
another vendor to add their own annotations to the test suite by simply
changing how the feature is defined for their OS releases, instead
of having to modify hundreds of tests to add repetitive annotations.

This doesn't touch *all* annotations -- only annotations that were widely
duplicated are given named features (e.g. when filesystem or shared_mutex
were introduced). I still think it probably doesn't make sense to have a
named feature for every single fix we make to the dylib.

This is in essence a revert of 2659663, but since then the test suite
has changed significantly. Back when I did 2659663, the configuration
files we have for the test suite right now were being bootstrapped and
it wasn't clear how to provide these features for back-deployment in
that context. Since then, we have a streamlined way of defining these
features in `features.py` and that doesn't impact the ability for a
configuration file to stay minimal.

The original motivation for this change was that I am about to propose
a change that would touch essentially all XFAIL annotations for back-deployment
in the test suite, and this greatly reduces the number of lines changed
by that upcoming change, in addition to making the test suite generally
better.

a54d028895 Revert "[libc++] Remove extension to support allocator<const T>"
This reverts commit 276ca873. That commit has quite a history at this
point. It was first landed in dbc647643577, which broke std::shared_ptr<T const>
and was reverted in 9138666f5. It was then re-applied in 276ca873, with
the std::shared_ptr issue fixed, but it caused widespread breakage at
Google (which suggests it would cause similar breakage in the wild too),
so now I'm reverting again.

Instead, I will add a escape hatch that vendors can turn on to enable
the extension and perform a phased transition over one or two releases
like we sometimes do when things become non-trivial.

276ca87382 [libc++] Remove extension to support allocator<const T>
This extension is a portability trap for users, since no other standard
library supports it. Furthermore, the Standard explicitly allows
implementations to reject std::allocator<cv T>, so allowing it is
really going against the current.

This was discovered in D120684: this extension required `const_cast`ing
in `__construct_range_forward`, a fishy bit of code that can be removed
if we don't support the extension anymore.

This is a re-application of dbc647643577, which was reverted in 9138666f5
because it broke std::shared_ptr<T const>. Tests have now been added and
we've made sure that std::shared_ptr<T const> wouldn't be broken in this
version.

065ac30026 [libc++] LWG3001: add remove_extent_t to weak_ptr::element_type.
Also fix a few places in the `shared_ptr` implementation where
`element_type` was passed to the `__is_compatible` helper. This could
result in `remove_extent` being applied twice to the pointer's template

potentially leading to somewhat less readable error messages for some
incorrect code.

b84da5ba6e [libc++] [test] Add tests for converting array types in shared_ptr.
The only possible kind of a conversion in initialization of a shared
pointer to an array is a qualification conversion (i.e., adding
cv-qualifiers). This patch adds tests for converting from `A[]` to
`const A[]` to the following functions:

```
template<class Y> explicit shared_ptr(Y* p);
template<class Y> shared_ptr(const shared_ptr<Y>& r);
template<class Y> shared_ptr(shared_ptr<Y>&& r);
template<class Y> shared_ptr& operator=(const shared_ptr<Y>& r);
template<class Y> shared_ptr& operator=(shared_ptr<Y>&& r);
template<class Y> void reset(Y* p);
template<class Y, class D> void reset(Y* p, D d);
template<class Y, class D, class A> void reset(Y* p, D d, A a);
```

Similar tests for converting functions that involve a `weak_ptr` should
be added once LWG issue [3001](https://cplusplus.github.io/LWG/issue3001)
is implemented.

8cf5319aff [libc++][test] Use = delete over DELETE_FUNCTION. NFC.
Some tests repeat the definition of `DELETE_FUNCTION` macro locally.
However, it's not even requred to guard against in the C++03 case since
Clang supports `= delete;` in C++03 mode. A warning is issued but
`libc++` tests run with `-Wno-c++11-extensions`, so this isn't an issue.
Since we don't support other compilers in C++03 mode, `= delete;` is
always available for use. As such, inline all calls of `DELETE_FUNCTION`
to use `= delete;`.
