07bb29d8ff [OptTable] Precompute OptTable prefixes union table through tablegen
This avoid rediscovering this table when reading each options, providing
a sensible 2% speedup when processing and empty file, and a measurable
speedup on typical workloads, see:

This is optional, the legacy, on-the-fly, approach can still be used
through the GenericOptTable class, while the new one is used through
PrecomputedOptTable.

bbe463d6ba [OptTable] Make ValuesCode initialisation of Options constexpr
Current implementation requires a copy of the initialization array to a
vector to be able to modify their Values field.

This is inefficient: it requires a large copy to update a value, while
TableGen has all information to avoid this overwrite.

Modify TableGen to emit the Values code and use it to perform the
initialisation.

The impact on performance is not amazing compared to the actual
compilation, but still noticeable:

This a recommit of e953ae5bbc and the subsequent fixes caa713559b and 06b90e2e9c.

The above patchset caused some version of GCC to take eons to compile clang/lib/Basic/Targets/AArch64.cpp, as spotted in aa171833ab.
The fix is to make BuiltinInfo tables a compilation unit static variable, instead of a private static variable.

account a GGC issue (probably

intiailizer_list and constant expressions.

Workaround this by avoiding initializer list, at the expense of a
temporary plain old array.

bdfa3100dc Store OptTable::Info::Name as a StringRef
This is a recommit of 8ae18303f9,
with a few cleanups.

This avoids implicit conversion to StringRef at several points, which in
turns avoid redundant calls to strlen.

As a side effect, this greatly simplifies the implementation of
StrCmpOptionNameIgnoreCase.

It also eventually gives a consistent, humble speedup in compilation
time (timing updated since original commit).

97100646d1 Reapply "[clang][cli] Port DiagnosticOpts to new option parsing system"
This reverts commit 8e3e148c

This commit fixes two issues with the original patch:
* The sanitizer build bot reported an uninitialized value. This was caused by normalizeStringIntegral not returning None on failure.
* Some build bots complained about inaccessible keypaths. To mitigate that, "this->" was added back to the keypath to restore the previous behavior.

8e3230ffa3 [clang][cli] Port DiagnosticOpts to new option parsing system
This patch introduces additional infrastructure necessary to accommodate DiagnosticOptions.

DiagnosticOptions are unique in that they are parsed by the same function in cc1 AND in the Clang driver. The call to the parsing function from the driver occurs early on in the compilation process, where no proper DiagnosticEngine exists, because the diagnostic options (passed through command line) are not known yet.

To preserve the current behavior, we need to be able to selectively parse:
* all options (for -cc1),
* only diagnostic options (for driver).

This patch achieves that in the following way:
* new MacroPrefix field is added to the Option TableGen class,
* new IsDiag TableGen mixin sets MacroPrefix to "DIAG_",
* TableGen backend serializes option records into a macro with the prefix,
* CompilerInvocation parse/generate methods define the [DIAG_]OPTION_WITH_MARSHALLING macros to handle diagnostic options separately.

2f3055c543 [clang][cli] Add support for options with two flags for controlling the same field.
This enables automatically parsing and generating CC1 arguments for options where two flags control the same field, e.g. -fexperimental-new-pass-manager and -fno-experimental new pass manager.

dbfa69c502 Port some floating point options to new option marshalling infrastructure
This ports a number of OpenCL and fast-math flags for floating point
over to the new marshalling infrastructure.

As part of this, `Opt{In,Out}FFlag` were enhanced to allow other flags to
imply them, via `DefaultAnyOf<>`. For example:
```
defm signed_zeros : OptOutFFlag<"signed-zeros", ...,
  "LangOpts->NoSignedZero",
  DefaultAnyOf<[cl_no_signed_zeros, menable_unsafe_fp_math]>>;
```
defines `-fsigned-zeros` (`false`) and `-fno-signed-zeros` (`true`)
linked to the keypath `LangOpts->NoSignedZero`, defaulting to `false`,
but set to `true` implicitly if one of `-cl-no-signed-zeros` or
`-menable-unsafe-fp-math` is on.

7fcc1bb4b6 [clangd] Fix the build with clang <3.9.
In clang <3.9 the `unique_ptr` constructor that is supposed to allow
for Derived to Base conversion does not work. Remove this if we drop
support for such configurations.

This is the same fix as in fda901a987, and it updates the comments
to better reflect the actual issue. The same thing reproduces with
libc++ with older clangs.

fda901a987 [Clang] Fix building with Clang < 3.9.
This is a workaround for a bug in older versions of Clang when. The
constructor that is supposed to allow for Derived to Base conversion
does not work. Remove this if we drop support for such configurations.
