Valentin Clement f1dcf3ae92 [flang] Lower integer comparison operation
This patch handles the lowering of comprison
operator between integers.
The comparison is lowered to a `arith.cmpi` operation.

This patch is part of the upstreaming effort from fir-dev branch.
