Adds support for the SPV_INTEL_ternary_bitwise_function extension, adding; * the OpBitwiseFunctionINTEL SPIR-V instruction, a ternary bitwise function where the operation performed is determined by a look-up table index, * and the corresponding TernaryBitwiseFunctionINTEL capability.
