David Spickett 2668167e2c [lldb] Disable some lldb-dap tests on Windows ...

Since https://github.com/llvm/llvm-project/pull/138981 / aeeb9a3c09
were landed and tests re-enabled, these tests have been failing
on our Windows on Arm bot:
