Nikolas Klauser 3b8faee6c6 [libc++] Switch _LIBCPP_NODEBUG to [[gnu::nodebug]] (#120720)
This makes the placement of the attribute more consistent. This also
avoids clang dropping the attribute silently (see #120722).
