Nikita Popov 96a14f388b Revert "[FuncSpec] Replace LoopInfo with BlockFrequencyInfo"
As reported on https://reviews.llvm.org/D150375#4367861 and
following, this change causes PDT invalidation issues. Revert
it and dependent commits.
