Alexander Yermolovich 9eb0df3aa9 [BOLT][DWARF] Fix handling of inlined subroutine with no output PC ...

Clang can generate DW_TAG_inlined_subroutine with low_pc 0. With split dwarf
this led to range offset being a negative number.
