Thomas Fransham 7760ae7b60 [X86] Switch to the new symbol visibility macros (#109982)
Switch LLVMInitialize* functions to new the symbol visibility macros
that will work for windows.
This is part of the work to enable LLVM_BUILD_LLVM_DYLIB and plugins on
windows.
