Martin Storsjö 1bd3fba8f7 Revert "[openmp] [test] Set __COMPAT_LAYER=RunAsInvoker when running tests on Windows" ...

This reverts commit 63f0fdc262.

Since f1431bbfb1, this environment
variable is always set up by lit itself, so individual test suites
don't need to set it.
