Arthur Eubanks ca76d6e94a [Bugpoint][NewPM] Pin bugpoint to legacy PM ...

Bugpoint has lots of assumptions and hacks around the legacy PM, put off migrating it to NPM until later.
Fixes tests under BugPoint under NPM.
