Michael Jones 9e9803bf82 [libc] Add strncat and fix strcat

This adds strncat to llvm libc. In addition, an error was found with
strcat and that was fixed.

LLVM libc

This directory and its subdirectories contain source code for llvm-libc,
a retargetable implementation of the C standard library.
