Jason Molenda ba45ad160e Temporarily disable two libcxx chrono formatter tests ...

On macOS, the formatter is printing signed values as
unsigned, it seems, and the tests are expecting correctly
signed values.  These tests were added in
https://github.com/llvm/llvm-project/pull/78609
