Zurab Tsinadze 811b1736d9 [analyzer] Add InvalidPtrChecker
This patch introduces a new checker: `alpha.security.cert.env.InvalidPtr`

Checker finds usage of invalidated pointers related to environment.

Based on the following SEI CERT Rules:
