Create the memref dialect and move dialect-specific ops
from std dialect to this dialect.

Moved ops:

AssumeAlignmentOp -> MemRef_AssumeAlignmentOp
DeallocOp -> MemRef_DeallocOp
DimOp -> MemRef_DimOp

GetGlobalMemRefOp -> MemRef_GetGlobalOp
