Signal handlers used by recoverable tests are unsupported on Fuchsia. Exclude the set of tests that test recoverable code paths (i.e. BacktraceGuardedPoolAllocator tests in recoverable.cpp) and always set the `Recoverable` testing bool to `false` on the Fuchsia platform.
