Depends on #87545

Emit `GNU_PROPERTY_AARCH64_FEATURE_PAUTH` property in
`.note.gnu.property` section depending on
`aarch64-elf-pauthabi-platform` and `aarch64-elf-pauthabi-version` llvm
module flags.
