Add Xtensa MCTargetDesc stub. Add XtensaTargetMachine and XtensaTargetInfo. Modify llib/Target/LLVMBuild.txt. Now Xtensa target could be builded as EXPERIMENTAL. Differential Revision: https://reviews.llvm.org/D64829
