Heejin Ahn 8506a63bf7 Revert "[WebAssembly] Disable multivalue emission temporarily (#82714)"
This reverts commit 6e6bf9f817.

It turned out the multivalue feature had active outside users and it
could cause some disruptions to them, so I'd like to investigate more
about the workarounds before doing this.
