`counter_bias` is incompatible to Bitmap. The distance between Counters and Bitmap is different between on-memory sections and profraw image. Reference to `__llvm_profile_bitmap_bias` is generated only if `-fcoverge-mcdc` `-runtime-counter-relocation` are specified.
