owenca 4b1fde8a2b [clang-format] Add PackConstructorInitializers backward compat test 
Add backward compatibility tests for mapping the deprecated
ConstructorInitializerAllOnOneLineOrOnePerLine and
AllowAllConstructorInitializersOnNextLine to
PackConstructorInitializers.
