Matt Arsenault 088cc63640 AMDGPU: Invert AMDGPUAttributor
Switch to using BitIntegerState for each of the inputs, and invert
their meanings.

This now diverges more from the old AMDGPUAnnotateKernelFeatures, but
this isn't used yet anyway.
