This prevents constant gep operands from being hoisted by the Constant Hoisting pass, leaving them to CodegenPrepare which can usually do a better job at splitting large offsets. This can, in general, improve performance and decrease codesize, especially for v6m where many constants have a high cost. Differential Revision: https://reviews.llvm.org/D104877
