Arthur Eubanks 486ed88533 [ConstProp] Remove ConstantPropagation
As discussed in
http://lists.llvm.org/pipermail/llvm-dev/2020-July/143801.html.

Currently no users outside of unit tests.

Replace all instances in tests of -constprop with -instsimplify.
Notable changes in tests:
* vscale.ll - @llvm.sadd.sat.nxv16i8 is evaluated by instsimplify, use a fake intrinsic instead
* InsertElement.ll - insertelement undef is removed by instsimplify in @insertelement_undef
llvm/test/Transforms/ConstProp moved to llvm/test/Transforms/InstSimplify/ConstProp

; This bug has to do with the fact that constant propagation was implemented in
; terms of _logical_ not (! in C) instead of _bitwise_ not (~ in C). This was
; due to a spec change.
; Fix #2: The unary not instruction now no longer exists. Change to xor.
; RUN: opt < %s -instsimplify -S | \
; RUN: not grep "i32 0"
define i32 @test1() {
%R = xor i32 123, -1 ; <i32> [#uses=1]
ret i32 %R
}
define i32 @test2() {
%R = xor i32 -123, -1 ; <i32> [#uses=1]
ret i32 %R
}
