ad398164ba [mlir][gpu] Refactor functions for workgroup and private buffer attributions. 
Summary:

Consolidate interfaces adding workgroup and private buffer attributions in GPU
dialect.

Note all private buffer attributions must follow workgroup buffer attributions.

c7380995f8 [MLIR] Add and, or, xor, min, max too gpu.all_reduce and the nvvm lowering 
Summary:
This patch add some builtin operation for the gpu.all_reduce ops.
- for Integer only: `and`, `or`, `xor`
- for Float and Integer: `min`, `max`

This is useful for higher level dialect like OpenACC or OpenMP that can lower to the GPU dialect.

69d757c0e8 Move StandardOps/Ops.h to StandardOps/IR/Ops.h 
Summary:
NFC - Moved StandardOps/Ops.h to a StandardOps/IR dir to better match surrounding
directories. This is to match other dialects, and prepare for moving StandardOps
related transforms in out for Transforms and into StandardOps/Transforms.
