Djordje Todorovic 6371a0a00e [DWARF][EntryValues] Emit GNU extensions in the case of DWARF 4 + SCE ...

Emit DWARF 5 call-site symbols even though DWARF 4 is set,
only in the case of LLDB tuning.

This patch addresses PR46643.
