Aaron Ballman c7c0ce7d9e Fix the clang Sphinx bot ...

This addresses failures introduced by:
https://lab.llvm.org/buildbot/#/builders/92/builds/32809

It also fixes a secondary issue that crept in after the above build
started failing.
