Dave Lee 65aa473013 [clang][utils] Remove StringRef lldb summary provider ...

Remove the `StringRef` summary provider in favor of the implementation in
`llvm/utils/lldbDataFormatters.py`.

This implementation was resulting in errors in some cases.
