Nikita Popov 8de2f1ff79 [IVUsers] Check LoopSimplify cache earlier (NFC) ...

Check the cache before calling isLoopSimplifyForm(). Otherwise we'd
always perform the check for the innermost loop and only skip it
for dominating loops.
