Aaron Ballman 0ce056a814 [C23] Rename C2x -> C23; NFC ...

This does the rename for most internal uses of C2x, but does not rename
or reword diagnostics (those will be done in a follow-up).

I also updated standards references and citations to the final wording
in the standard.
