Aiden Grossman 72ab99500f [NewPM] Remove AssumeBundleBuilderPassLegacyPass (#72817) ...

This pass isn't used upstream anywhere and doesn't have have a
create...() function, thus isn't tested anywhere. Because of this,
remove it.
