Matt Arsenault 3fdf46ad60 TableGen: Add runtime libcall backend (#144972) ...

Replace RuntimeLibcalls.def with a tablegenerated version. This
is in preparation for splitting RuntimeLibcalls into two components.
For now match the existing functionality.
