Summary:
This patch adds support for namespaces ending in semicolon to the namespace comment fixer.
source:
```
namespace A {
  int i;
  int j;
};
```
clang-format before:
```
namespace A {
  int i;
  int j;
} // namespace A;
```
clang-format after:
```
namespace A {
  int i;
  int j;
}; // namespace A
```
