Ellis Hoag fbec1c2a08 [NFC][CodeLayout] Remove unused parameter (#110145) ...

The `NodeCounts` parameter of `calcExtTspScore()` is unused, so remove
it.
Use `SmallVector` since arrays are expected to be small since they
represent MBBs.
