Prabhuk e7f02241ad [nfc][llvm] Clean up isUEFI checks (#124845) ...

The check for `isOSWindows() || isUEFI()` is used in several places
across the codebase. Introducing `isOSWindowsOrUEFI()` in Triple.h
to simplify these checks.
