Fangrui Song bd8cfe65f5 [ELF] Wrap things in namespace lld { namespace elf {, NFC ...

This makes it clear `ELF/**/*.cpp` files define things in the `lld::elf`
namespace and simplifies `elf::foo` to `foo`.
