Jeff Niu e553ac4d81 [mlir][llvm] Port overflowFlags to a native operation property (RELAND) (#89410) ...

This PR changes the LLVM dialect's IntegerOverflowFlags to be stored on
operations as native properties.

Reland to fix flang
