Sander de Smalen f71ed5dfe2 NFC: Migrate PartialInlining to work on InstructionCost ...

This patch migrates cost values and arithmetic to work on InstructionCost.
When the interfaces to TargetTransformInfo are changed, any InstructionCost
state will propagate naturally.
