Vyacheslav Levytskyy 489db6538e [SPIR-V] Emit Alignment decoration for alloca instructions and improve type inference (#118520) ...

This PR is to fix the following issues:
* the SPIR-V Backend didn't generate Alignment decoration for alloca
instructions,
* we need to use types from demangled function declarations to specify
types for opaque pointers.
