Tobias Grosser 5103ba7c91 Introduce PollyIRBuilder ...

PollyIRBuilder is currently just a typedef to IRBuilder<>. Consequently, this
change should not affect behavior. In subsequent patches we will extend its
functionality to emit loop.parallel metadata.
