Sander de Smalen 79a6cfc29e NFC: Migrate LoopIdiomRecognize to work on InstructionCost ...

This patch migrates cost values and arithmetic to work on InstructionCost.
When the interfaces to TargetTransformInfo are changed, any InstructionCost
state will propagate naturally.
