Giuseppe Rossini 1387ba48a3 [MLIR][AMDGPU] Introduce fp16 packed arithmetic (#105688) 
This PR is introducing rocdl.cvt.pkrtz in the ROCDL dialect and it is
using that instruction when lowering `arith::TruncFOp`.
