Daniel Jasper c834c70986 Improve line breaking before multi-line strings. ...

The AlwaysBreakBeforeMultilineStrings rule does not really make sense
if it does not a column gain.

Before (in Google style):
  f(
      "aaaa"
      "bbbb");

After:
  f("aaaa"
    "bbbb");
