This reverts commit 1067d3e176,
which reverted commit b2018198c3,
because it introduced a Dependency Cycle between Transforms/Scalar and
Transforms/Utils.

So let's just move SimplifyCFGOptions.h into Utils/, thus avoiding
the cycle.
