David Penry 1c9f0408bc Revert "[ModuloSchedule] Add interface call to accept/reject SMS schedules" ...

This reverts commit 8c4aea438c.

Needed because buildbot failures (warnings) gave a clue that there was
a functional bug in the ARM rejection logic.
