Simon Pilgrim 9d4b4f344d DAGCombiner.cpp - remove non-constant EXTRACT_SUBVECTOR/INSERT_SUBVECTOR handling. NFC. 
Now that D79814 has landed, we can assume that subvector ops use constant, in-range indices.
