Youngsuk Kim d22a236ae7 [llvm] Replace use of Type::getPointerTo() (NFC) ...

Partial progress towards replacing in-tree uses of
`Type::getPointerTo()`.

If `getPointerTo()` is used solely to support an unnecessary bitcast,
remove the bitcast.
